RESPONSIBILITIES

1. Establish and maintain risk management policies and procedures in accordance with the regulations of the State Bank.

2. Operational risk management

• Build and implement an effective operational risk management mechanism.
• Ensure identification, measurement, and control of critical operational risks within the bank as well as external factors.
• Support the Deputy General Director, Deputy Director of Risk Management Unit, and senior management in making decisions related to operational risks.
• Support the Risk Management Unit and senior management in raising awareness of operational risks and promoting a culture of understanding operational risks throughout the organization.

3. Primary responsibility for controlling operational risks

• Develop, maintain, and effectively communicate definitions, standards, confirmation methods, measurement methods, policies, and control standards regarding operational risks with the aim of maintaining the bank’s operations in line with general risk appetite.
• Require comprehensive oversight of risk control activities across operational risk management areas, identify and address significant gaps that exist between them.
• Proactively collaborate with the internal control department and relevant parties to monitor compliance with operational risk management throughout the bank.
• Collaborate and support the Operations Unit, Quality Department, and business units to enhance operational efficiency, business performance, and develop contingency plans for emergencies to ensure continuity, ongoing business, and customer service.
• Maintain a good understanding of the external stakeholders’ requirements regarding operational risk management and ensure these requirements are thoroughly understood internally and reflected in internal processes.

4. General management

• Align operational risk management goals with business strategy and risk appetite, and monitor execution.
• Communicate goals and plans for operational risk management function.
• Maintain and develop skills and infrastructure for operational risk management to meet evolving business needs and plans.
• Continuously improve the efficient and effective operation of operational risk management processes.

5. People and organization

• Recruit, train, and develop career paths for personnel in the Risk Management Unit.
• Determine organizational structure aligned with the bank’s operational risk management needs.
• Maintain and strengthen the independence of the operational risk management function, contributing to the overall goal of maintaining sustainable operations and ensuring profitability for the bank.
• Establish a culture and values internally in the operational risk management function and throughout the organization.

REQUIREMENTS

1. Education, certifications

• Bachelor’s degree or higher in Finance, Business Administration, Banking, System Management, Law, or related fields.

2. Work experience, knowledge

• Minimum of 5 years’ experience in effectively developing and applying policies and procedures, particularly in operational risk management.
• Knowledge of risk management, policies, and operations of banks.
• Specialized knowledge of Law.
